In 1931, Charles &#8220;Lucky&#8221; Luciano, a Sicilian-born gangster, created The Commission which acted as the governing body for the American Mafia and appointed the original &#8220;New York Five&#8221; &#8211; the Bonanno, Gagliano, Luciano, Mangano, and Profaci families.
